i would go resilience over recovery, there are lots of ways to recover health, buth they dont work if somthign 1shots you
Depends on context , what subclass are you running, what exotics if any, list goes on
If you're a handling boost crack addict like me who can't live without some sort of exotic or subclass buff to weapon handling 
God I love trying to type out a detailed response for you and getting limited by the damn bot.
For hunter I always do 100 mobil base, 80 if using a lightweight weapon that I'll primarily have out (lightweights boost your mobility by 20 when held, and there are multiple exotics that secretly have this trait, some people still don't know)
For recovery, 50 (8s total regen) 80 (7s total) and 100 (6s) total are the most important breakpoints. I don't go below 80 in most cases, aside from doing funny things with mechaneer's
Total HP wise, the importance of resilience is reliant on what the current top weapons are, so that gets more complicated, and I can't remember the numbers for those right off
I can't link it here, but castle content has a good video on it. There are some hyper nerds who keep up to date spreadsheets of that info if you're interested
The gist is that the optimal resilience for a given meta is based on what hp breakpoint makes the top weapon killtimes longer
There will always be niche combos that are only countered by having super high resilience, but percentage wise it isn't worth investing the stats just in the off chance you see it
For a competitive rule of thumb, don't go below 40 resilience... but as far as my own rule, I don't let resilience get in the way of me making a funny build
focus 100 resil -> disci -> mobility most times
Who in general pvp play is focusing 100 resil on a hunter though

As far as the last 3 stats go those are very context and build dependent
Disc you usually want as high as possible, but the importance of that is reliant on playstyle, subclass, exotics etc
High intellect could be the difference in getting first super in a 3s game mode but overall I havent worried about int since the changes
And if you run marksman over gambler's you might want a decent bit of strength to have uptime on a thrown melee
