#Matchmaking (Loading into places being the only person on the server.)

So currently having a problem attempting to load into populated lobbies.
Loading into tower, I'll be the only one there. (No one joins)
Savathuns throne world, I'll be the only one there. (No one joins)

Process is the same for other if not all worlds.

Trying to attempt online play like Vanguard, Gambit, Crucible, and Iron banner. I'll be sitting in the queue waiting for a match with 1/12 players. It will continue to be like that till I decide im sick of waiting.

Does anyone know of a way to fix this.
I tried restarting the game (didnt work).
Played on a different character (didnt work).
