Just recently got skyburners oath, a weapon that provides me immense happiness for unimportant reasons. Are there an pvp or pve builds with this scout that are at least decent?

honestly no, not for warlock. There are existing builds that can use skyburner's(like sunbracers), but it isn't a central focus of the build, and using it as your main source of dmg with those builds is just a liability

Try Dawn Chorus with Ember of Ashes, Searing, Singeing, and Torches. You'll be getting a lot of melee and class ability energy, so mods like that involve those abilities should be equipped

its not a warlock build but its an ignition build for hunter

skyburners is great, run dawn chorus and the new artifact mod that creates scorch balls and you got yourself an ignition build
scorching enemies also recharges melee so u can run the snap to make even more ignitions
