Usually you want some combination of a reload + damage perk. Common examples are feeding frenzy + rampage, voltshot, swashbuckler, ect.

subsistence/overflow + frenzy for submission/funnel and incan on solar subs

Yeah I'd say frenzy is the absolute best in pve rn, other perks are good too
