does a weapon have to have the red glow for me to get the pattern, I want to get the austringer pattern but it doesn't have the outline

yes, if it drops with the red border it will be able to give you pattern progress. however you can use the deepsight harmonzier material to "add" a red border

to a weapon that didn't originally drop as a red border once. those materials come from the season pass currently.
