Each armor piece has a specific set of mods that can either be harmonic or element-specific (e.g. Harmonic targeting or void targeting).

Are the effects of the harmonic mods as potent as the effects of the element-specific ones? Also, do you avoid diminishing returns by using a harmonic mod and element-specific mod of corresponding damage type?
