Im trying to put on the utility kickstart mod on my bond but its greyed out for some reason and the game wont tell me

some mods got changed,
in general mods affected by the artifact have low cost , some mods not work in some places like very limited mos in PvP, etc

btw its grayedout for me too, idk why , may be its disabled for bugs or something ? idk either , hope someone let us know better

no artifact probably not do that, it just reduce some mods cost from 3 to 1
