This weeks featured raid is last wish, and playing it over and over gives you stuff such as doing the farms.-

-Whats the difference between farming the weekly raid (last wish) and farming a raid that isnt featured such as vow of discipline?

you can keep doing the same encounter in the featured raid and consistently get rewards as you only get it once for non featured

yes but even if it isnt featured next week you can still play it to get stuff but not again on the week
