Do the post-campaign missions on all 3 characters. After that, all you can do is get Nimbus up to rank 30 and farm heroic patrols. I would say the Neomuna weapons warrant using harmonizers, but that's your choice

They also moved some of the chance over to heroic public events rather than all on heroic patrols.
