No I have 19% on Sturm and 21% on drang but can't make anymore progress

Make sure you have the both equipped at the same time. Some sources online say the catalyst drops from nessus kills, so maybe you also need the kills to progress the catalys on Nessus

You need OG drang (can be obtained from banshee once bought sturm) and sturm equipped at same time
