You're correct all around. DR is pve only, not pvp. Resil gives extra health and some flinch resist in pvp. There are various reasons it's now being prioritized in pvp. Here are a few of the important ones.
First, some people really really want to go all in on flinch resist for consistency. It's not a huge difference, but if you're gonna go all in, every flinch resist multiplier adds up.
The next issue is probably the biggest: TTK shifts of meta weapons. The health buff might be minor, but there are some resilience levels where something might kill you vs leave you with a sliver of health.
