Besides finishing campaign on 3 chars, any way to consistently get round robin red borders? I heard heroic patrols but that doesnt that reliable

yeah the last resort for the red borders is loading up the liming harbor a thousand times and when seen grab and do heroic patrols or any patrol space just gotta have to run down everywhere

Not worth doing normal patrols. Heroics have a 50% chance for a neomuna drop which has a 33% chance to be a red border

you can also fast travel to terminal overload for similar results
