Supposedly it drops from T7 Deep Dives, aka ones where all the Pressure Trials are done but I haven't done it myself yet but I do have the exotic!

And loads of people are asking for help with T7 DD in #seasonal-content so it seems like it is?

Esoterickk put up a video today on how to start the quest. You have to interact with 3 statues after fishing the 3 exotic fish and it opens a door

no one has reportally gotten the cat yet and working atm theory of it being time gated
