Assassins cowl is tied to the Shadowkeep campaign. You have to own the Shadowkeep dlc and have completed the campaign. That unlocks it in your loot pool, so after that it can drop like any other exotic helmet.

i believe becky is wrong i think it is a drop from legend lost sectors but i could be wrong

Yeah shadowkeep must be completed on your hunter to unlock it in the loot pool. like phoenix cradle for titan and stormdancer's brace for warlock.
