e.g in this screenshot there isnt sunbracers in the engram featured contents, so when i open it is there a 0% chance that i get sunbracers?

If you are talking about bright engrams then anything before the last 3 seasons will be in them

sunbracers should be able to drop from those even if it isn't listed, it's a base game exotic
