My friend can't comp PvP, he has all the dlc, has reached journey level 4 and spoke to shaxx numerous times , everytime he tries to start a comp it just says speak to shaxx again, he hasn't been given a quest or anyth

Maybe he deleted the quest? Ask them to check the quest archive next to the postmaster
