Is there a page or source to show what red boarders drop from where? Wouldn’t mind the ikelos arc smg but can’t find it.

Ikelos doesn't drop from activities anymore. You need to get one from a lucky world drop.

Ah understood, what about other red boarder type weapons? What raid/dungeon/ world event would drop what?

Basically, every activity in the game has a specific loot table, be it seasonal activity, raid, dungeon, or otherwise. From that loot table, certain weapons may be craftable.
If you get a weapon that can be crafted and you don't already have the pattern, it has a chance of dropping with the red border.
You can look up "X activity loot table" and probably find the whole list of whatever can drop from whatever activity you choose.
