I know some activities like wellspring award progress just for completion. Does anyone know which activites give the best %/completion? What about raid completions?

If you mean weapons you crafted, and you're asking the quickest way to level them up. Shuro chi is the best option typically, look up a guide on youtube for leveling up weapons in shuro chi, there's tons

I know the shuro strat, what I want to know is the passive levelling activities which don't require you to actually kill anything with said weapon

I'm not sitting for hours at shuro just to get some 5-10 extra damage% :X

if you want passive, just do your 21 xur playlist runs, put on shaped at the end, and get free exotics too
