Wondering how raid/dungeon loot works

If I have done a non-rotator raid/dungeon in the past, will I still be able to get loot for it this week/an exotic chance if this is my first time this week?

Current raid is farmable for spoils but not loot

Rotator raid is farmable for loot and exotic (normally 1 shot/class/week)

Dungeon (both rotator and newest) are farmable for loot but not exotic

If the dungeon has an rng exotic, it will be farmable during the week it is on the rotator
