to get more you need to find someone already in the patrol zone who can allow others to join on them and then get 3 more

this was done a lot in moon to do the rapid boss kill in sorrows. that or change zones back and forth while NOT in a fireteam and load the same instance as another team mate

easiest is (assuming you have 6 people) is have 1 load into the instance, then have 1 more load

if they land together, great you now have 2 players same instance and everyone else join on them. if not, now there are 2 instances with 1 player

everyone else join in and leave until they too land on a shared instance and you have 2 players same instance then everyone join on them
