quest doesnt work

so after i speak to sloane in th holo in the helm, it should show me a quest to speak to drofter but it doesnt
how can i fish if i cant go on with the quests?

I never got a quest to talk to drifter and I can fish fine, pretty sure you got to go to Hawthorne not drifter
