As the title says, I can't commend people after any of the activities at all, I can get commended but I cannot commend back at all, not even an option to change from scoreboard to commend screen.

I have the same problem. It seems to only happen to some people because I still receive commendations at the end of crucible games, strikes etc., however I cannot give commendations to anyone.

Yeah I've looked all over reddit and other forums and it's very rare but its happening to people with faster than other people's processor (PC problem mainly)

In Crucible/Gambit, if a player left the match you won't be able to commend from the screen that shows everyone's guardians. Nobody will be able to.
You need to switch to the score table window and click the stuff next to people's names to commend when this happens
it's a bug that's happened since commendations came out
