Allegedly, it’s in that bad luck protection is turned off.
(BLP is capped at 50% chance per clear for an account.)

Last RNG raid/dungeon exotic drop that I’m aware of having BLP was eyes of tomorrow which they mentioned in the twab.

that was to fix the error on it, EYES was bugged to have BLP per character instead of per account. safe to assume everything else is working....for now

And it was set up to eventually be a 100% chance eventually. Otherwise, they haven’t acknowledged it one way or the other for future rng exotic raid/dungeon drops
