Short answer, no. Long answer, sometimes if you don't have a better linear. Rockets are better in almost all encounters though.

As a boss dps weapon, absolutely not. For general ad clear uses it could be ok, but none of the perks are going to really help you. If you do need an arc trace and have the exotic trace rifle Coldheart I highly recommend it.
If you need boss dps, I highly recommend doing the Enclave quest line to unlock the craftable Taipan and using it for boss dps. A triple tap + firing line taipan will do fantastic.
Another option if you’d like something more meta (rockets are pretty good rn) you can focus the Hothead rocket launcher at Zavala. There are a lot of good rolls on that thing.
