How do I spawn the Spire Integration on Neomuna?

when a public event happens in area of vex incursion it has a chance to happen nothing you can do its rng

if terminal overload happening in that area as well then no public events will happen gotta way til next day

i just looked overload is in same zone as vex strike force so you won't see any today so you gotta wait til tomorrow
