I'm farming the final boss, for the hunter cloak since I've never gotten it. Does it just have insanely low drop rate or am I doing something wrong?

It’s just a low drop rate item, same for the warlock and titan helms since they are the “hats.”

Unless your also looking to get good rolls of the weapons though, 2nd encounter is a much more focused farm for the cloak specifically.
