izanagi is better suited for dungeon and raid burst dps loadouts, leviathan's breath is better suited to GM or solo content with champions like master lost sectors
so whichever of those you like doing more or might want to improve at, I would choose that option. otherwise, close your eyes and pick one then grab the other when you have a new cipher
