I'm trying to proc one-two punch and then seismic strike but the latter is not working - in the time I shoot the wastelander it thinks I'm not running anymore so it doesn't let me seismic strike.

I'm trying to proc one-two punch and then seismic strike but the latter is not working - in the time I shoot the wastelander it thinks I'm not running anymore so it doesn't let me seismic strike.
Is there anything I can do to fix this? I've definitely seen people shoot the shotgun and then immediately seismic strike, not too sure how.
