Are you using celestial fire? if the scorch damage gets the kill and not the melee itself it will not proc. So it can feel inconsistent

Just the snap to kill some red bars in the strike. I was killing but no trigger

Sunbracers will proc with incinerator snap if the melee directly kills or it dies to melee scorch. If the target is already scorched by another source, it will not count as a melee kill if it dies to scorch.

was alone, small group of 3-4 red bars, snap killed them and no proc, not proc'd once in 40 minutes if using it.
