looks like it doesn't include lightfall items but cowl isn't listed even on several sites as a lost sector drop

you unlock the new exotics from the lost sectors

after you have unlocked all of them you can get any slot based exotic like if the day is leg day you can get any leg exotic whether it be stompees or speeloader slacks

you can get any exotic armor from lost sectors aslong as it is the dedicated day. The game just prioritizes giving you exotic pieces you dont have first

i think there is a set rotation of helmets for example. I just did 4 hours of clears and get foetracer, blight ranger, cowl, baskris only.
