verity's brow gives 250% regeneration rate and 100% bonus damage at 5 stacks for 11 seconds, and refreshes to that per kill
NS gives 300% grenade and melee regen, 200% class ability and super regen, for 2.5 seconds per kill up to 20 seconds
verity's is just void weapon kills for your subclass, while NS can be procc'd by the abilities too.
so I would say NS for pure ability uptime, and verity's for the damage increase. with devour though, it probably averages out to be pretty similar cooldown wise.
