Heavy Ammo Scout mod says when one of your ammo finder perks creates a brick, it makes some for allies but does that mean I need other heavy ammo perks or can I just roll with the ammo scout alone?

You should need the ammo finder mod. You'll know when it procs because you will get an ammo finder buff on the left side of your screen.
iirc the scout mod is tied to that buff, because regular ammo spawns do not give you that buff
