Quick question. I just got a pinnacle that gave me a cloak that's exact same power level of my highest cloak. Is it supposed to do that? I thought its atleast supposed to +1 it.

Pinnacles go off the average of all your gear. They do always have a +1 or +2, but that's based off your average gear score, meaning if your cloak is higher than average, it may not get an improvement.
