So i want to farm the last wish for the 1k voices? However, my clan mate said you cant if its not in the weekly raid rotation? is he correct? because i thought you can farm it whenever you like?

You can only farm the key when it is on the rotator, that is correct. Even though it doesn’t award loot directly, it is counted as the loot drop for that encounter.

So it’s on the weekly lockout unless it’s the featured raid.

you can still get 1 key per character per week when it's not the rotator, but no more.
