Only need commendation for r11 and I’m getting really annoyed at commendations stopping me from ranking up

Lost sectors are fast and give decent points
Raids give the most points but also take the most time
can't just farm a boss CP either, at least with the same group, possibly with different people but I doubt. Most activities have timers which prevent rapid commendation specifically to prevent farming

There is a cooldown for farming raids, the fastest way I think you can get from but is rng dependant is to do vanguard
