Id say doing boss checkpoints in raids/dungeons are a decent option, not sure if its the fastest way though

can't get commendations each time, too many too fast and it blocks it

lost sectors may be the play (assuming they give commendations of the correct color? Always solo)

not sure, only ever farmed with the same group

I thought it was timer based, things like raids have a much longer timer than lost sectors or dungeons
