Cluster is worse than Vorpal to put it into perspective (in terms of pure boss damage which is what rockets are good at)

The only perk that could theoretically outclass EL would be bait and switch but given that it’s a raid perk exclusive to Vow which has no RL so…

Lasting impression is an equal damage boost but the rockets can “miss” in a weird way if the boss goes immune before they detonate
