Ive been told it's flat on those 1600+ raids
only Roots of Nightmare ramps up i believe

If a raid/dungeon was released before a new expansion (when power is significantly increased) it is left at base power.
The next raid or dungeon will ramp based on the +10 seasonal increase (if the power changes r not live)
