I never got it in beyond light I just wanna know how to get it. Collections is saying "rare drop from higher difficulty empire hunts". How do you unlock empire hunts?

there should be a certain pathway/upgrade branch within variks. check whatever one gives you access to empire hunts, and then there might be another that gives the higher difficulty options.
the first upgrade will give a quest version, while the other one will give a selectable node on the map, that one is where you can obtain cloudstrike
also, the drop rate doesn't change for higher difficulties, so just farm the lowest one.
looking at variks now, regular empire hunts should come from the post campaign stuff, so check your quest log for those.
