I've heard that you can't really grind out conditional finality like you can something like touch of Malice. I've heard you can only do it three times a week. Is this true?

Yes, once per character per week so 3 times

Darn, I was hoping I could grind it out like touch. I'll have to hope my RNG is good. (It's not)
