Tectonic with cryoclasm works like pseudo sunspots if you pair it with the fragment thag gives you overshields for picking shards up
Diamond Lance is used more to freeze from a longer distance, additionally it gives you 3 fragment slots

For pve I’d say diamond lance + tectonic harvest + new exotic helmet
