Yeah, it’s in the reward package for both the legendary campaigns, witch queen and lightfall.

Once you’re above the soft cap, 1750, blues stop dropping so it would be harder to earn if it does world drop.

My titan is 1650 and I don’t get blues

But I have 1800 armour that in the armour slots does that count?

even if you don't have the armor equipped to make yourself above 1750, the game internally knows that your light level is that high when calculating drops.

you could have your higher level gear in the vault or even on other characters, and the game will recognize that when you do powerful or pinnacle activties.

for some reasons blue do still seem to drop from stage 1 and 2 of terminal overload, but they shouldn't be.
