I finished the WQ legendary campaign but ikora isn't here to give me the exotic, is it a known bug or she just stopped to give it because of lightfall

She should still give it, try visiting her at the tower.

If that doesn’t work and you can’t claim any of the normal rewards, then you likely missed a mission for legendary.
