#Red Borders From Post-Raid Kiosk?

I know that you can buy 1 red border per week at the post-raid kiosk, but is it possible for the regular (non-red) rolls you can buy at the kiosk for those to possible become red?

AFAIK from when people did testing back when vow launched, no. Buying regular versions does not have a chance to drop as red borders.
