no they cannot be crafted. however there are some exceptions, if an adept drops as a deepsight, that should count toward pattern progress for the regular version

not right now but soon, adept RoN weapons will be able to be enhanced with the perks they randomly roll with, but they won't be able to be changed.

I believe the mid season patch will add that capability
