I'm a new player with very limited resources trying to get ascendant shards but I don't know how so I'm really struggling as I don't know how to get anything

The most efficient way is to do higher level night falls, as the higher the difficulty the more likely you are to get them.

You get one from the vanguard, gambit, and crucible vendors on your first reset of the reputation. The gunsmith and seasonal vendor do as well I think.
