You have to complete the shadowkeep campaign, and then farm lost sectors

I would not suggest getting the low roll from shadowkeep campaign. Finish campaign, then farm lost sectors (like bunker e15, perdition) when the rotation is head

once you have something in your collection, the drop chance in lost sectors is much lower

and you also literally cannot get assassins cowl from lost sectors without doing shadowkeep
