Depends on what you're doing. If you're not playing Void Hunter, then Assassin's Cowl is better. But otherwise, I'd say that Omni is better.
Omni just provides so much, especially for any non-solo gameplay

Assassins cowl is great on solar, arc and strand, due to the fact that you get infinite charged melees
Omni is exclusively void
