What are the cooldown numbers that reduce cooldowns on orb pick up? In particular orbs of restoration, absolution and the other 1 cost cooldown reduction mods

Pretty sure not tied to cooldown time, rather return X % ability energy back. 1 innervation will give you back 10% grenade energy regardless of discipline.
