don't you need shadowkeep engrams for that I don't even own shadow keep so idk if it's possible to get without it

If you get shadowkeep, you get three shadowkeep engrams for free though

can you buy witherhoard? no, it is only at the lost light kiosk. there aren't "shadowkeep engrams", the forsaken pack gives you forsaken ciphers to buy 3 weapons, but shadowkeep doesn't have anything like that
